Bokeh Birthday

For this card, tried a new technique “Bokeh” and used the stamp set, Balloon Bash, that’s been sitting awhile on my desk. “Bokeh” is often most visible around small background highlights, such as specular reflections and light sources, which is why it is often associated with such areas.
